Board of Directors

Peacemaker Ministries is organized as a nonprofit corporation under the laws of Montana and has been granted §501(c)(3) tax-exempt status by the Internal Revenue Service. The ministry is governed by a Board of Directors, which does not include any members of the ministry’s staff.

JCC11561-Fifer Anne Bachle -websiteAnne Bachle Fifer - Anne just began her service on the Board of Directors, but is no stranger to Peacemaker Ministries. She learned about the ministry of Christian Conciliation through the Christian Legal Society while still in law school in the early 1980’s, and sensed God calling her to it. She directed the Christian Conciliation Service of Central Michigan, a non-profit organization dedicated to biblical peacemaking, and served on the board of the Association of Christian Conciliation Services, forerunner of Peacemaker Ministries. A Certified Christian Conciliator™ and Certification coach, she has taught Peacemaker Ministries courses in the U.S., Mexico, Europe and Asia. A mediator, mediation trainer, arbitrator and licensed attorney, Anne and her husband Mark are members of Berean Baptist Church in Grand Rapids, Michigan.

 – Oletha is an Attorney-Mediator, and also heads a 21-member peacemaking team at Oak Cliff Bible Fellowship in Dallas TX, where she serves as a Deaconess. Oletha and her team of mediators assist church members in biblically resolving conflicts that they have been unable to resolve. She is also CEO of Workplace Reconciliation Resources, whose mission is to partner with businesses to help them harness conflict in the workplace. She is a Certified Christian Conciliator™ and Certification Coach for the Institute for Christian Conciliation™ (a division of Peacemaker® Ministries). Oletha’s legal experience includes having served as a trial attorney for the former Interstate Commerce Commission in Washington DC and heading the Dallas Regional Legal Division of the Texas Department of Human Services. In addition to her J.D., she has a BS in Mathematics. Oletha loves learning and recently earned a Master’s degree at Dallas Theological Seminary. She also enjoys teaching, analyzing thought-provoking issues, and taking quiet, meditative walks.
Giselle-Jenkins-Version-2Giselle JenkinsGiselle began service on the Peacemaker Ministries Board early in 2015. She has 25 years experience in HR management, training, leadership and organizational development and volunteer management, She currently is Lead Consultant with GgHRServices, an HR consulting company which follows a long career with Prison Fellowship Ministries as VP of People Development. Giselle is a certified Senior Professional in Human Resources (SPHR) from the HRCI. Prior to her career in HR, Giselle earned a BA in International Studies and MA in Development Banking, both from the American University.  Her experience includes working in university administration and as an economist for the US Department of Commerce. Originally from California, Giselle and her husband David live in the DC area and have three married children, one college-aged daughter and two adorable grandsons. The Jenkins are active members at McLean Bible Church and enjoy every kind of international travel, especially “adventure” expeditions.

 – Mark is President of Sentinel Wealth Management, Inc., a financial advisory firm in Reston, VA, that offers comprehensive wealth management services to high net worth families. Mark, who is a CPA and CFP, received his undergraduate and graduate degrees in Accounting from the University of Virginia. He is a frequent speaker, including national events like the Financial Planning Assoc. Conference. He has been quoted or published in various publications, such as the Wall Street Journal and Money magazine. He and his wife, Karen, and their three school-aged children are active members of Reston Bible Church. Within his church, Mark has led a shepherd group and Bible studies, and teaches frequently. He has a passion for God’s Word and a particular passion for biblical stewardship, a topic that he loves to speak on. He has served as the board chair of a local pregnancy center and of Care Net, a national organization of pregnancy centers. In his free time Mark enjoys spending time with his family, running, and doing home improvement projects.

A native of South Korea and California, Julius is the Dean of Students and Associate Professor of Practical Theology at Westminster Seminary California; he is also Associate Pastor of New Life Presbyterian Church in Escondido. In addition, Julius continues to serve the broader Christian community as a preacher, speaker, and ministry consultant—especially for the Korean-American church. Prior to taking his current position at Westminster Seminary California, he taught undergrad communications at Trinity International University in Illinois and church history at Trinity Evangelical Divinity School, and was a Visiting Scholar at Cambridge University and Torch Trinity Graduate School of Theology (Seoul, South Korea). His goals are to contribute to both the church and the academy through his teaching, preaching, and writing. Julius and his wife, Ji Hee, a Westminster Seminary California Graduate, reside in Escondido with their two daughters. When not spending time outdoors with his family, he loves playing golf.

board_m-kohlDr. Manfred W. Kohl
 – Dr. Kohl was born in Germany during the Second World War, and was educated in Germany, England, and the US. He earned Master’s degrees in Divinity and Theology, and doctorates in Historical Theology and Ministry. After serving as a pastor in Massachusetts, he had various leadership positions at World Vision, serving as field director in West Africa, establishing support offices throughout central Europe, and completing service as a VP of World Vision Int’l. From 1993 Manfred served as a VP of Overseas Council, an organization that partners with more than 100 theological seminaries and Bible colleges in the non-Western world, equipping indigenous Christian leaders. He now serves as Ambassador for the organization. He still does extensive traveling, speaking, and writing. His wife, Barbara, is a native of Nova Scotia, where they now live. They have two married sons, one in the U.S. and the other in Japan, and six grandchildren. Manfred enjoys watching sports, reading, and carpentry.

Jack Quarles BWJack Quarles
 – Jack serves as Chair of the Board of Directors of Peacemaker Ministries. He is the founder of Buying Excellence® and the author of Amazon #1 Bestseller “How Smart Companies Save Money.” Over the last 15 years Jack has helped dozens of organizations make better buying decisions and save tens of millions of dollars. As Director of Corporate Procurement at Sallie Mae, Jack led sourcing initiatives for software, services, and credit reports. As a co-founder and VP of Invoice Insight (later renamed Xigo), Jack implemented software and outsourced solutions with Fortune 500 and government clients. Jack started the first Convene Christian CEO group in the Washington, DC area and served as chair for two years. Jack is a Northern Virginia lifer, apart from college at Yale and graduate school at Northwestern’s Kellogg School of Business. He and his wife, Linda, have been members of Open Door Presbyterian Church for over a decade, where they have served on the finance team and lead small groups and biblical stewardship classes. Their home is full of music and laughter from two joyful daughters. Jack enjoys playing basketball and guitar.

Karen Strong
 – Karen is currently in local church leadership as Senior Director at The Falls Church Anglican in Falls Church, Virginia. She joined our Board in 1999, and served as Board Chair from April 2009-April 2015. She previously spent 22 years with Prison Fellowship working as a policy analyst, program developer, and senior executive. She holds an undergraduate degree from Seattle Pacific University, a graduate Diploma from Oxford University, and a Ph.D. in theological studies from Drew University. Karen is a published author on the concept of restorative justice, including co-authoring the textbook, Restoring Justice. Karen has lived in the Washington, DC area since 1986 with her husband, Greg (who also holds a Ph.D. in theological studies!). Karen and Greg attend The Falls Church Anglican. They share a love of reading, photography, hiking, music, art, astronomy, soccer, and peacemaking.
YphantidesJohn G. Yphantides is licensed as a California attorney and specializes in the areas of Estate Planning, Trust and Probate administration, Business and Corporate law, and Non Profit/Tax Exempt Organization law.  He is certified by the State Bar of California’s Board of Legal Specialization as a Specialist in Estate Planning, Trust and Probate Law.  His is also licensed as a Certified Public Accountant (inactive status). John received his Bachelor of Science degree in Business Administration (Accounting emphasis) from San Diego State University and his Juris Doctor degree from Loyola Law School in Los Angeles. John resides with his wife and three children in North San Diego County.  John is active in the San Diego region having served on the Boards of various charitable, educational and Christian ministries in addition to serving on the Elder Board of New Life Presbyterian Church in Escondido, California.

Advisory Life Directors

Rev. Alfred Poirier
 – Alfred served on the Board for 16 years and was Chairman for 11 years, until 2009. He is the author of The Peacemaking Pastor (Baker Books, 2006). When Alfred resigned, the Board gave him the position of Advisory Life Director.

Jim Soft
 – Jim served on the Peacemaker Ministries Board for 23 years, and was Secretary of the Board for most of that time. In 2009, when Jim went off the Board, he was given the position of Advisory Life Director.

Tom Newton
 – Tom is Senior Partner of Newton Oldacre McDonald, a commercial real estate development firm with offices in Ohio, Tennessee, Alabama, and Florida. He served on the Board until 2014 and, when he went off the Board, he was given the position of Life Advisory Director.

Director Emeritus

Don Bubna
 – After 14 years of Board service, Don was elected Director Emeritus in 2011 and went home to be with Jesus several months later. Don loved mentoring and peacemaking and had enormous impact in both areas. He was also a pastor, most recently serving as Pastor-at-Large in the Christian & Missionary Alliance, providing consultation, leadership development and vision-casting to over 100 churches. He is profoundly missed.
